Quotas
A quota is a specific numerical requirement
(either a set percentage or a particular number). In policy discussions,it has
been used most frequently to describe a target for hiring or admitting members
of specific minority groups. The most widespread use of quotas occurred in
university admissions. The use of quotas in admissions and hiring policies was
declared unconstitutional in Regents of
