This is the portion of the federal budget that is set
annually at the discretion of Congress. Discretionary spending, which accounts
for just over a third of the budget, includes such programs as national
defense, education, transportation and federal law enforcement. It is distinct
from spending on {entitlements}, which is set depending on how many people meet the
eligibility requirements of certain federal programs.
