Should municipalities be allowed to build high-speed Internet networks?

During the clamor of the Federal Communications Commission vote to reclassify the Internet and wireless networks as a public utility, the agency also voted on a separate measure that will help encourage the growth of local broadband networks.

The FCC approved a measure that would preempt state laws that forbid towns like Wilson, N.C., and Chattanooga, Tenn., from expanding their locally owned Internet networks. It could pave the way for towns and utility companies to jump into the Internet service provider (ISP) market. More than 450 communities nationwide have municipal broadband services, but many are forbidden to expand because of state laws.

“The bottom line of these matters is that some states have created thickets of red tape designed to limit competition,” FCC Chairman Tom Wheeler said. The FCC’s ruling applies only to the two cities that filed challenges to their state laws, but it could set a precedent for other cities that are trying to create or expand their municipal fiber optic networks.

The ruling, while having a limited but potentially dramatic effect, raises questions about the role of governments in developing technology infrastructure and whether they should be able to compete with private industries.

Private companies like Comcast, Verizon and Cox Cable have laid the majority of the network that is the backbone of the Internet. While many cities are linked with high-speed Internet, the majority of rural America lacks access to the fastest fiber optic Internet. The New York Times reports that only 7.7 percent of broadband customers have access to fiber optic networks, which can be 100 times faster than what is traditionally offered, such as cable broadband, access to wireless hotspots, or dial-up Internet. Companies cite the high cost of wiring rural communities as a limitation to offering high-speed Internet, because the distance between customers would mean running expensive fiber optic lines long distances for a few households, which is not cost-effective.

Municipal fiber optic supporters say that cities and their utility companies can close this gap and offer cheap high-speed Internet to residents within and outside city limits using established utility networks like electric grids.

The cities of Chattanooga, Tenn., and Wilson, N.C., installed their own networks, creating government competition for the private ISPs. In Chattanooga, the city-owned Electric Power Board created its own fiber optic network. Residents of Chattanooga were able to connect to some of the fastest Internet in the country for $70 a month. The network was considered a boon to both Chattanooga and Wilson. City officials said access to cheap and fast Internet attracted new businesses.

Exodus FX, a special effects company, moved from Los Angeles to Wilson because of the need for cheap high-bandwidth Internet. “We were doing so much business that we had to have increased bandwidth, so we started looking around and found Wilson,” Brad Kalinoski, co-owner of Exodus FX, who now pays $150 a month for a dedicated fiber connection, told The Wilson Daily Times.

While high-speed Internet was fast and affordable in city limits, just over the city line, that was not the case. The Electric Power Board was banned from expanding beyond city limits by a state law that forbids the enlargement and the creation of any new municipal-owned fiber networks. So someone living just across the street from the city line would not be able to have access to the municipal network, and in some cases, would pay up to three times more for access to a wireless hotspot or other slower services.

Nineteen states have passed laws that prevent municipal governments or city-owned utilities from building their own networks, leaving the creation of high-speed fiber optic networks to private companies. Supporters of these laws argue that taxpayers should not be responsible for funding networks that have not been proven to be cost-effective. Sen. Thom Tillis of North Carolina points out that the town of Wilson borrowed $34.6 million to finance its fiber optic network, saying it would see a profit after three years, but was still losing money in 2012, five years after the creation of the network.

Critics say that the state laws were drafted by special interests to keep their monopoly on ISP services. President Obama supported the FCC’s decision, saying that municipal broadband should be encouraged and not stifled. “In too many places across America, some big companies are doing everything they can to keep out competitors,” he said in Cedar Rapids, Iowa, which has its own municipal broadband.

FCC Commissioner Michael O’Rielly, who voted against the order preempting state laws, said: “It is not the government’s role to offer services instead of or in competition with private actors.”

Tillis and Rep. Marsha Blackburn of Tennessee drafted legislation that would override the FCC’s ruling, saying that states have the right to forbid municipalities from building their own broadband network.

The issue could end up before the Supreme Court, which previously found that the FCC cannot preempt state laws on the issue, according to Lawrence Spiwak, president of the Phoenix Center for Advanced Legal & Economic Public Policy Studies.

I think that everyone should be able to build high-speed internet networks, not just private ISPs. The reason behind this is that if an organization has a way to make money or provide services for the greater good, like faster and cheaper internet, they should be allowed to and not stopped by a law preventing progress. Society needs to progress, not to give more money to a few people

I say that towns should be able to build high speed internet for a cheap price. If the town wants to have high speed internet, then they should be able to have it. I feel it is kind of stupid to have the city line be the limit. Then small, private businesses and big, well known businesses can share high speed internet together. I feel the government should disband the law so everyone can enjoy good, cheap internet.

I think towns should be able to build their own fiber optic networks but companies like verizon and comcast don't want competition. They can keep it a monopoly and keep their high prices on internet and cable as users have limited options.

Cities should have the right to build and own their own fiber optic networks. Other than eliminating possible competition private companies have no reason to limit or even deny the cities the right to do this. Not only that, but it will keep the market competitive especially in smaller towns and rural areas by most likely providing faster internet speed at cheaper prices.

I think cities and towns should be able to build their own fiber optic networks, after all it is their town and they should have a right to do that, I don't seem the harm in creating a fiber optic network. The only reason high-speed Internet networks should be done by private companies is because they know what they are doing and they know how to protect and make it work.

Yes municipalities should be able to bud high-speed internet networks. They shouldn't have to be restricted to how fast their Internet runs. If they have the power to make it faster they should have no right not to do that. They should have no limit to how fast and convient they can make their Internet. It is also easier to get work done with a fast internet.

I think they should be able to build these towers because moble technology is only going to increase at a rate that people won't be able to understand. I think that these towers will only help those millions of people that already use moble technology for communication, scheduling and other things that use the internet.

I think that towns should be allowed to set up fiber optic and high speed internet services. Everyone should be able to have the luxury of Internet. Though it may cause the bigger networks to lose some revenue, it could help local companies gain revenue which is great for locals. Since the local networks would be cheaper, companies like Comcast and Verizon may make their services cheaper to compete. This would be a positive change for the consumer, but not for the investors in the bigger companies. For these reasons I do think that municipalities should be allowed to create their own internet services, but with this change we should expect some positives and negatives from it.

No, they shouldn't be allowed to build high speed internet networks because of two reasons. It takes jobs away from the public as well as takes jobs money away from citizens. This could cause the whole society to be a lower social class if they want to monopoly.

Municipalities in cities or towns should be able to build their own high speed networks. Municipalities within a certain city or town can offer cheap, high speed internet. A private company's goal would be to make the most money as possible, which means that not everybody may not be able to afford it. Access to cheap and fast internet attracts new businesses. Municipalities can provide internet access within a rural community by using electric girds, which private companies cannot do.

I think cities and towns should be able to build their own fiber optic networks. By doing so, this would be an easier and much faster way of accessing the Internet for a cheap price. A lot of people have electronics nowadays and could use faster Internet to get work done for school, work, or just to look something up. I think buildings with high-speed Internet networks should be done by any company who wants that. Also, I think access to the high-speed Internet is not an issue that should be addressed by the local government.

My personal thoughts for this paragraph is they should be allowed to build very speedy internet networks. they would give lots of people opportunity to make their computers in use. whether its for using on government files, security, prison cells, it will really help out the every day lives of other human beings that has access to internet.

Municipalities should not be allowed to build high-speed internet networks. The local government should not be allowed to compete against private companies. Another reason the local governments should not be allowed to offer high speed fiber optics is because they are not making a profit off of it. In the town of Wilson, North Carolina the town "borrowed $34.6 million to finance its fiber optic network, saying it would see a profit in after three years, but was still losing money in 2012, five years after the creation of the network." Based on those statements should show that these local governments should be allowed to set up the high-speed fiber optic networks.

I think it's okay if local government wants to build their own fiber optic network, but they should still get permission by the government. If they didn't get any permission then the private companies can even raise the price later on in future and local governments could be in trouble. Getting high-speed internet is good, but that could even be harmful in one way or the other, so I think having it would be good but the local government shouldn't take any risk.

I have been led to believe that municipalities, local governments, should be able to create and expand their fiber-optic networks. Although there should be certain limitations on this. As to say that small town networks won't grow so large and popular that that they put larger companies out of business in that area.Thus causing many people in that area to lose their jobs and causing more problems. Many people in towns have multiple internet devices and may not be able to pay for high-internet connections because their wages are smaller than those in cities and high speed companies demand large sums of money for simple services. There should be limits because a town wide service should not be able to destroy private businesses and population, along with existing network provider should be considered when making the decision on whether or not a local government should be allowed. High-speed internet is also an issue that local governments should address because most work going on in this day and age involves the internet. For example secretaries, teachers, and students need high-speed internet to accomplish simple tasks. The towns should be able to build fiber-optic networks in order to provide those services to citizens without destroying the government's or the people's budgets as long as they stay within certain limits.

I think that they should be able to create more towers for uses not only for communication but also for payments and scheduling. Like my father uses his smart phone all day for his schedule and for his billing. If we didn't have that cellular data he would have to find other ways that could slow his business. So I think you can only go faster. Faster everything is better. So why not? Sounds great to me. It also helps me share my photography pictures on instagram

Municipalities (the local government) know what's best for their county/ town. It will make it easier for local police to monitor their citizens. I think that municipalities should be allowed to bulid high speed internet network. I think this because it would allow them to get more information through faster. Also, it will get a better productive rate. If you need to search something, you can go on google, or something like that, in 30 seconds. With this idea, there is no hassle. The Internet is just at the tip of your finger. This project might need some money to successfully do it, but when it is done, i will be incredible.

Yes I do think that municipalities should I be allowed to build high speed internet networks. I think this because it would enable them to get information faster and at a more productive rate. It is more productive because instead of somebody having to look something up in a book or thesaurus, you can just go on google and get the information you need in about 30 seconds. It also wouldn't even be much of a hassle. Municipalities should be allowed to build high speed internet because lots of people use the Internet everyday for school, work, projects, and more. High speed internet can be used without the use of private networks. No one will have to worry about the limits that private providers put. We would have easy fast access to the internet and not have to wait 1 hour for something to load.

If they city or town wants to offer it. Then they should not be stopped in doing so. I do not think this is a big deal, local governments can do what they would like about addressing it, If they are offering it then they should address it. If they are not offering it they should not bring it up. They should like the people do what they want.

Yes, I believe that municipalities should be allowed to build high-speed Internet networks because with the saw society is nowadays, everything is accessible via smartphones, laptops, and other new technologies. I also believe that high-speed Internet access is a necessity because it can be used as a safety precaution as well as a job precaution. For example, say you need to contact your boss to inform him of something vital. With slow Internet access this is a tedious task. Everything nowadays is instantaneous thanks to new technologies and high-speed Internet access.

Cities and towns shouldnt be able to build their own fiber optic networks. It takes too much time and a lot of money to build, money that all people are paying everyday with taxes. Not all people in the city or town will be experts, they might not be doing something right while building it and it can turn out horribly. Cities and towns shouldnt be aloud to build their own because it can have serious consequences, for example, if the network was to break or not work they would've just wasted so much money and time. Building high-speed internet networks should definitely be done by private companies. These companies have the people who know best about this stuff, they have the experts. They know what they are doing while the city people might not. These companies where created for a reason. It might cost more for how fast the intermet is, but they need payment for the difficult job they are doing, it is better to pay them than to waste thousands of dollars building our own. The access to high-speed internet is not an issue that local governments should address. I believe they shouldnt because it really doesnt hurt them if the people have internet or not. This is something that should be left alone. They should just worry about more important things that need to be addressed.

I believe that municipalities or local governments should be able to create and expand there fiber-optic networks, but with limits. For example, a large city/town like Stroudsburg should not, but a small, rural town like Saylorsburg or Sciota should. These limitations would enforce the right to compete, but it would without disturbing much of the private businesses. If this idea was so, these limitations could be set or based upon the average local income, budget, population, and acres. If, say, you have a town with around 200 people all spread apart or a town with 2,000 people all close together, it would likely be the small, vastly parted town that would be legible for low-price fiber-optic networks acquired by their local municipal building. I say this in consideration because having one close city receive the broadband by the hundreds and thousands would of course compete disputingly whilst hurting the company's private income in that town, in which has the government violate smaller rights. Once in a small town there are fewer to provide, decreasing the distance, and a larger amount of people as a whole with internet. Also, being in a larger town gives its residents already less expensive fiber-optic network because the company does not need to create long, exhausting connection lines. If done in less detail, though, I believe the municipalities should have full responsibility over the network along with the state.

I believe that more local towns or municipalities need to have fast-internet networks...because many people in the local towns have electronics that connect to the internet...Also people have many social media that connects to the internet. If we had more fast-internet networks it would make doing or getting information much easier. I also believe teachers would have an easier time accessing their emails or their internet grade books with better or faster internet.

I believe that municipal governments should be allowed to build high speed internet networks because it has the capability of being very beneficial to residents. According to the article, in Chattanooga residents were able to connect to some of the nation's fastest internet for on $70. It can also be very beneficial to the municipality's economy as access to cheap, fast internet attracts new businesses. Another reason why municipal governments should be allowed to build high speed internet networks is because it provides the municipality a way to earn money in exchange for the intangible good of internet service. Also, residents who are dissatisfied with the internet service provided by the municipality would always be capable of getting service from private companies as alternatives to using municipal internet service. There is no reason why municipalities should not be allowed to build high speed networks and disallowing them to can have detrimental effects.

Yes. They should. People would find that it makes their lives easier and more efficient if they had high speed internet networks closer to them. There are many pros and cons to this as well. If we had these networks, our phones would work faster and therefore save so much time waiting for the information to load when you could have already had the information you need.

Yes I think cities and towns should build their own fiber optic networks because the website would specifically cater to that specific city and give the top news and government stories in that specific city. With that said, I do not think that private companies should build a city's high speed Internet website. If the city wants to have a website catered towards them and want to design it the way they want to design it, the city should not waste money on any private companies to do the job for them. I don't think local governments should address high speed Internet access because citizens are already fully aware of the effects and consequences of high speed Internet access and explaining it again to everyone would only be redundant. Cities and towns have this sort of issue under control and should not be an issue.

I think that governments should be able to build high speed internet networks because with the faster internet connection many electronic cellular devices would work better and I find it simpler to have the connection work almsot immediately. Also I find that there is no problem with trying to speed up internet networks. I also find the idea of faster network connection easier for many Americans in this world today.

Personally, I think cities and towns shouldn't build their own high speed Internet network. I understand they are fast and efficient, I believe they aren't that profitable. If one person builds the network, he/she is left with little to no money left due to the RIDICULOUS cost,. Unless the person willing to build it, if it was allowed, was very generous, I just don't see the point when we all have our own networks already.

This article taught me that fiber optics are very effective. I believe that the government should address it, for it is cost effective, fast, and attracting business. If the government does not address the situation, I believe it should be up to the state's citizens to figure out how to organize it, not the rich businesses. If it was up to them, then they would pick the most profitable choice... Take all the Internet for themselves. That is what I believe should be down about it.

Yes I think cities and towns should be able to have their very own private network if it okay with their Mayer. Having Internet should be easy to use and pretty fast if you use it the right way and pay the internet bills on time. Also, I think we should keep using the internet.

i think that cities and towns should build their own. On one hand, local government internet networks are fast. However, they are not cost worthy and they do not make any profit. On the the other hand, networks created by towns are cost- effective, but are still pretty fast. Also, I think if a city could build their own fiber- optic network, then private companies do not always have to build it for them. Although it is an issue a local government could address, I think the towns and cities have it under control.

I think that munnicipalities shoud be allowed to build high speed internet networks because some people only have hotspots which provides a slow internet connection. There should not be laws to prevent this because some people pay a lot to get poor internet because they work at home this would help the people with poor internet that work ar home.

I think that towns should be able to build there own high speed internet so they don't have to get it from a provider, besides there self. I think these high speed networks should be put in by private companies, but only if the Townes citizens pay a little cost. I don't think access to high speed internet access is something that local governments need to address because if people want it than they can have it if they can afford it.

yes, I think towns should be able to build their own fiber optic networks. doing so has many benefits. these towns will be able to keep up with everything that is happening without having to pay for wireless hit-spots and other expensive carriers that are much slower than fiber optic networks.

High speed internet should be done by not just private companies, but if any companies feel that they want to make high speed internet then they should. Access to high speed internet should be access to the government because the government should be able to help the people who want high speed internet.

No, I don't think it matters who makes the high speed internet as long as it gets made for the people in rural America. Municipalities should be able I build high speed internet network because it brings benefits. You won't have to use your data on your phones that you have to pay for when you use it as often because there will be wifi almost everywhere. Having the high speed wifi doesn't invade anyone's privacy or anything so there aren't really any serious problems with it. The wifi will help everyone always be able to contact each other and there are more pros then cons to this topic.

cities should not be able to build their own fiber optic networks. in north carolina a town spent $34.6 million to finance their own network, which was supposed to see profit after 3 years. but in 2012 it still hasn't done anything and by then they were losing money. buildings should have their networks done by a private company. access to the high speed internet is not an issue that be addressed by the local government

Private companies only want money but the government gives their people great internet for a reasonable price that most people can afford. I don't think that they should address the issue but I also don't think it is the private company's job to prevent other companies from providing the Internet access.

I don't think that the government should be allowed to build high speed internet networks. Some supporters say they can fill the gap and offer cheap high speed internet to people within city limits. Supporters of city owned networks shouldn't be responsible. The town of Winston borrowed millions of dollars saying that it would make a profit, but they were still losing money.

I belive that the municipalities should be allowed to create their own fiber optic networks because it allows for usage of high speed internet, without the use of private networks. Private providers can limit usage and can be difficult to use in large goverment oriented areas. If you create your own network you can set your own limts on usage and search capablitys for your local government.

I think they should build more high-speed internet networks because 7.7 percent of NYC has access to the high speed internet. That is 100 times faster than traditionally offered. They could also have cheep high speed internet. That is even better because it's cheered but that does mean that they would have to run a thick line in the ground from house to house. But it's not cost-effective.the city of Chattanooga installed their own unit system. The great part about it was the. Cheep access and fast internet attracts the new business. This is why this is a good idea.

Or they should have to warn people before they do because people have things planned and stuff to do over the Internet so it's messed up if it gets shut off for some reason. They should warn them ot just not do it because it can mess up people's plans and things that they need to do. It messes up people's stuff & can even put people into trouble.

I believe that municipalities should be allowed to build high-speed interent networks. This can be useful in many ways. For one, interent is something almost everyone uses. Weather it's at work or in the car during long road trips, almost everyone has if. Speeding up the interent could make complains lots of money. As well as convenience interent users. This could make work much easier. Especially in school classrooms. Teachers often have class disruptive due to slow interent. If the interent speed is raised, students can get a more fulfilled expirence. Building high speed interent is beneficial to just about everyone.

I say yes to municipalities because good internet will give people easy internet searches.If you have a job that involves using a device that has Internet, it will make it so much more easer for you.Also you would not waste you cellar data gigabytes and have to spend more money.

I think that it is a great idea. Students only have a limited time in the classroom. Therefore they should put high speed WI-FI in schools.
