How does local government affect you?

Did you know that the level of government that most affects you daily is much closer to home than the White House, the halls of Congress or even your state capitol building? Your local government - city council, county commissioners, etc. - is the level of governance responsible for establishing the speed limit on the streets in your town, setting rules for business, industrial and residential development, funding the public schools and ensuring that there are adequate numbers of police and firefighters on duty.  These representatives live and work in your area and have a significant impact on your life every day.

Where do local governments get their authority?

The Constitution of the United States, while delineating the authority of the federal government, does not even mention local governments. These units of authority, from the mayor's office to the county clerk, are established by individual states.

Each state grants authority to local government through written rules called charters, often detailed in the state’s constitution. These charters may be specific to the municipality, as is the case with home rule charters for certain cities, or they can be based on features, like size or population, of the communities. Sometimes special charters are drafted for towns with unique situations, such as geographic distances or specialized industries.

The structure of local government varies from state to state and town to town but usually mirrors the separation of powers found in the federal government. Most towns and cities have a mayor, who serves as the city’s chief executive; much like the president is to the U.S. federal government. The legislative branch of local governments is made up of a group of elected representatives, often called the city council, town council, board of commissioners, or city commission and it serves the function of a local congress. These officials propose debate and sometimes enact new local laws and regulations. In some cities, the mayor is a voting member of the city council; in others, they simply approve or veto legislation that the council approves.
In addition to these officials, school boards are officials who are normally elected and oversee the local school district. The school board is responsible for many of the legislative decisions that affect the public school systems, from approving textbooks in the classes to managing school construction. Additional local government entities manage certain parts of the day-to-day operations of the city or town, like are the zoning commission, appointed officials who manage construction permits and codes, and the parks and recreation department, overseeing public spaces throughout the area.

These local government bodies are usually composed of officials appointed by the mayor and are responsible for a specific function in government.

How local governments work, an example

In order to better understand how local government works and how it affects you, let’s take a look at an example from the city of Philadelphia.  In January 2007, Philadelphia city council enacted a smoking ban, forbidding smoking in all offices, public areas, restaurants and most bars. The legislation took much time, work and compromise before the ban could finally be approved by the council. Several proposals, health studies, debates and public hearings took place before it was ultimately adopted.

“It took six years to get this done, so there were numerous changes, additions, different bills, all kinds of  stuff that we did in order to craft something that was good and that a majority of people could agree to,” said Mayor Michael Nutter in a Student Voices interview.

Nutter drafted the legislation when he was serving as a city council member, citing the public health concerns regarding second-hand-smoke and research that suggested reduced exposure could lower rates of cancer and respiratory ailments. According to a 2002 study, the U.S. Centers for Disease Control and Prevention reports that second hand smoke causes 3,000 nonsmokers to die of lung cancer and 300,000 children to suffer from respiratory tract infections in the U.S. each year. At the time, health organizations were trying to sway policymakers into drafting smoking bans, and Nutter listened to their arguments.

But many local business leaders - like the owners of bars and restaurants - were concerned that a smoking ban would hurt their business. They argued that their businesses would be hurt because fewer people would patronize their bars and restaurants because they could not smoke in them, and they too contacted the City Council to express their concerns.

When the proposal of a smoking ban came before the city council, officials had to weigh the benefits to residents' health with economic costs the ban would have on local businesses like bars and restaurants.

After years of public input and many debates among council members, a compromise was struck and the legislation was passed. Business owners were able to get the city council to ease restrictions on some business while smoking was eliminated in most public places and businesses, protecting public health.

“Policy change, like this, might be seen by some as radical so you start out with one idea and certainly we would have wanted a pretty extensive prohibition on smoking in virtually any public space, “said Nutter.  “But we did make some exceptions, small, but still some exceptions because all in all in the policy making business often you will make some compromises.”

Contacting your local representatives

Like the smoking ban shows, local policy is not created solely by government officials; it takes the work and interest of the citizens they represent to help enact change. Just as it is part of every representative's duty to act on behalf of his or her constituents, it is also your duty to make sure your representatives are aware of problems and concerns that exist in your community and areas that are in need of improvements.

The first step towards communicating your views with those in office is to stay informed. Read your local newspaper and learn as much as you can about the issues you are going to present to your local officials. When a concern arises, you’ll need to find out which official is responsible for addressing the issue. For example, if you are concerned about street conditions in your community, you should contact your local city council member or the streets department.

I have a lot of concerns in my community, mostly it revoloves around property value and its declinment. Anybody can get involved in their community, just simply by going to council meetings and writing letters to their local goverment. these are just some of the ways that you can be involved. I haven't actually contacted my local goverment, but i know i can if i ever had to.

I worry that the local government isn't doing all it can to keep the Washington County's citizens safe. When leaving the highway and hopping on rt. 40, people speed and end up running a red light at a 4 way intersection. Many fatal accidents occur from this, and yet there is no one stopped for speeding. The accidents that occur aren't even reported. An example would be when recently, a three car pile up occured, killing all passangers, and it wasn't reported in the local Observer Reporter. The local police should set up near the exit from 70 going onto rt. 40 to help reduce the number of accidents and deaths.

The only concerns I have about my community is that the school system should be different. Being that I am a twelfth grade student now I do not have to take as many test. However my previous years there were numerous test. These kinds of thing put stress on a student.Not only did we have to make sure we had to do well on our regular schoolwork and test,now we have to worry about benchmarks too. Other things that need to improve would be some of the teachers. Do not get me wrong there are good ones and then there are bad ones.some teachers do not care so it reflects in a students attitude towards school. I believe that if only teachers who cared were the only ones with the title to be a teacher, there would be so much more interested students who look forward to learning in school. The crime rate is another issue because too many innocent people are losing their lives due to stupid actions. I feel as though this city has lost many police officers in the line of duty.Many things need to change but we the people need to contribute ourselves.We can do this but writing letters and letting our voices be heard.I feel as though my neighborhood has some flaws but I don't fear for my life every time I walk out my door.

From the streets we drive to the schools attend to, well, a lot of other things, its the city councils and the mayors and the school board members who really affect our day to day lives. That is why getting involved at the community level is such an important responsibility. Sure going to vote in mid may for Lewis Patrick (the representative member from my district on the city council) may not be as built up or exciting as choosing between McCain and Obama in November, but because it has such a big influence on my everyday I life I have learned the importance of actively following local politics. So in an effort to be a better citizen I have recently attended city council meetings and felt a much closer connection to the happenings in my city.

I have attended some of the local city council meetings and have noticed how much it truly affects how we live. The local government has a great affect on my family, my friends, and my family. If I have any concerns about my community I can inform our local gov't. I have a very constant concern for my neighborhood. We have a bunch of vandalism in my area with the same people. It's really annoying and stressful to try and end. My family and I have called the police, went to a police district and reported cases and yet nothing has been done yet. Another time we had contacted our state representative and nothing has been done about our situation again. The only thing to continue doing is to keep a petition going, attend town meetings, and keep reporting to the police and hope change is made.

Obviously local government plays a large role in any one of our lives. From city councils all the way to state representatives. They are the people who represent me at a higher power which ultimately decides what we get and how we are seen. From our privileges to the amount of books and programs we are granted in the education system. It is also misunderstood that in order to be apart of local government you have to be some type of official which entirely untrue. People as young as thirteen can make a difference the key is to stand up and let your voices be heard.

Well the financial status of the country is determining factor of its economy. At this stage of receession, government economy is plunching into deficit financing. The concern of the society is social imbalances between different class of people based on income. Government spending indirectly through contractors minimizes equal employment opportunities to the citizens of US as well as lawful immigrants of this country. An evaluation of illegal immigrants and their possesing high status irrespective of the educational ability should also be made. The tax limit should be resclated. The government should be in a position to enforce the rules to collect wealth tax accordingly. Limit for tax support to poor should be increased. It is suggested that public complaints should be e-mailed to local government for effective resolution. I had not contacted local government for any of these issues but I think the real problem of American economy is luxurious spending without caring the sources of income.

In my community we care more about people than money. We are concerned about the crime rate. You have to send letters. You must send letters to your representatives and tell them what you want them to do! That's how our democracy grows! My concern for my community is the education. These days most teachers aren't that great partly because they don't have the right tools, like books enough for all the students in the class. Other teachers just don't care and because of that when we go off to college we are unprepared for the real work. One way of informing representatives about my concerns is to write a letter, but does anyone really read those letters?

But with that said some of biggest issues are how involved the government should be in communites that need help. I have some concerns as a student in the Philadelphia Public School District. Personally I feel that there should be many changes with in the schools. Sometimes I feel that some classes are a waste of time and nothing productive comes out of them. Not all classes are this way but being in a public high school for four years I know that this can often be the case. Another issue is the buildings themselves. I look around and see that my school needs some definite renovations, not just structural improvements but cosmetic as well. I realize that in order to remedy these problems someone has to pay for it so to get my local government’s attention I would have to write a letter. I will have to write a letter to Arlene Ackerman and Michael Nutter to make them aware of a student’s perspective. It is hard to imagine a change when things have stayed the same for so long. I never have done this before partly because I feel that even with my efforts nothing will be done.

Concerns that I have about my community is the way it seems to be fading and there's nothing be down to fix the problem, when I say fading I mean properties are looking abandoned and uncared for. The violence rate has been rapidly increasing.The concern that really seems to really bother me is the school system, lack of books, and etc. I feel that if the schools are doing poorly then there should be matters done to help correct the situation, turning your back on the school is definitly not helping because it didn't make AYP.Another problem the officers do not answer to calls aburtly as they should. Writing letters visiting the offices of these councilmens are a few following steps needed to help resolve these issues.I have volunteered and spoke to advisors who have stronger positions and have the upper hand to enforce change.

By going to city council meetings I feel like I have an informed view on my city. My main concern pertains to certain traffic constructions sites and how the delay my transit to school. The main thing i am worried about for my community is Major Nutter, his election was the worst choice ever, he continuously targets cops & firefighters to cut for expense reasons but what he doesnt realize is that our city is not safe and with the increase deaths of police officers we can not afford to lose any by choice. I'm also afraid that with the closing of libraries children wont try hard to find books to read because itll be too far or their parents wont drive them and already our society is in trouble with the lack of a good education and when you take something like a library away how do you expect people to read or influence their children to read. This affects me and the people of my community deeply because we're suffering and losing things everyday yet the congress and the major's office they just seem to still be riding around in their nice cars; their salary hasnt taken a hit yet but philadelphia we've taken a couple.

Going to city meetings has enabled me to gather the necessary information to be aware, informed, and involved. My city government is doing a great job keeping the city beautiful. With road construction, landscape renovations, and new buildings being constantly brought up, I sometimes wonder how much money is spent strictly for city appeal, and if the money is used efficiently and effectively. Are we concentrating too much money on city appeal, when we could use the money to improve education, help low-income families, or reduce crime? My main concern is the allocation of money. I'm not sure if the city government is using the money to the best of its potential. I haven't contacted my local government about it, yet. I need to know more about government spending before I voice an educated opinion.

Even though I have never contacted my local government about an issue in my neighborhood, going to Irving City Council meetings and meeting with my people from my local government has opened my eyes that I too should get involved and make a difference in the community I live in. By doing so if the issue brought up has a big impact we can cause a change nationally which would really be awesome. By consciously knowing that I before was not involved with my community makes me see that probably a majority of the people in my community are not involved. A lot of people sit around, moan, and complain, but never take a stand to make a difference to see what they want in action. If everyone participated and stood up for what they believed in I believe we would have a better, and closer community.

My local government does affect me everyday and the concerns I have about my community is about fixing roads. When they fixes roads they start to fix them and everything but they stop and start working on another road at the same time. What's up with that?!? It seems like they take a year or longer to fix only part of the road when it should only take them a couple of months to do this or less depending on what the problem is. Also they choose to work on all three major roads in Irving which is bad because it causes a lot of traffic problems and then everyone is having to take others way to get where they are going. At least they should have left one major road open for everyone to use.

Local government is a lot closer to me than what I thought. I always used to think construction in my mid-size town was conducted by the state government until I went to a city council meeting in which my city council members talked about how to improve local roads. The roads in Irving cause me major trouble on my way to school and back home. Three major roads that run through my city are under construction and cause havoc during the rush hour commutes. The roads in Irving cause much concern because it seems that my local government only gets started on projects and never seems to be in a rush to finish them. The only way I can help is probably by getting more involved in my city's issues by going to City Council meetings, and persuading others to join the cause in putting our city first and caring for it.

Local government directly affects us and makes most of the laws that we have to adhere to on a daily basis. That can be either a good, or a bad thing. In my city they have chosen to undergo extensive construction on every single major street, which I, and many others hit every day. You would think that they could have coordinated a little better to do one at a time. They even reconstructed the busiest street in our entire city and then tore it up and started again! But in the grand scheme of things, like taxes and traffic laws, I guess the daily road delays aren't that big of a deal.

The main concern I have about my community involves hypocrisy. Everyone complains about the problems we have but no one makes a stand or takes action to solve them. How can you complain about a faulty community when you are doing nothing to make it better? Attending city council and school board meetings are the first step in becoming informed and taking action. Other approaches include contacting public officials directly and peaceful protest. Every citizen counts and every action that a citizen takes to get involved in their local community effects their environment- it's up to us. In a way, WE are the local government.

Right now there is a lot of construction and I am just wondering how it long it will take for end to complete. Having gone to several council meetings, my main concern is information. Seeing so few people, not only at these meetings, but without the knowledge as well, is discouraging. So many are not active or are uninformed. Many times I have contacted my local government, with concerns about stoplights that malfunction, and many times they have respond with the most urgent of speed.

It does not surprise me that local government is the most influential government around us. While the national government can influence us to many degrees, it cannot focus its time on the smaller-to-it, yet-larger-than-us problems. Thats where the localities come in- supervising the education of the little children to the sarcastic teen, policing our roads as to keep its citizens safe, donning the costume emblazoned with the letter “L” to save us from natural disasters ,fires- hey, not all fires are natural- and heart attacks...OK, maybe I'm over dramatizing the thing, but in reality they do all of this for us and more. The sad thing is, as mentioned by my esteemed colleagues, is that few seem to care enough to learn more. Creating disinformation amongst us, eh? Ignorance shall not prevail! At least, if we can get people to get involved...

In my community, I am concerned about the involvement of the people who live here. My city is doing many things to try to make Irving look better. Also, the city council is trying to make Irving a safer and more environment friendly place. There are new parks and bike trail being built. These things could not only help our community get more active, but it can also reduce the need for vehicle transportation which will reduce emissions and make our air cleaner. The only problem with this plan is that without community involvement it will not have made an impact. There are seminars and meetings to try and give the community knowledge about a better way of life, but many people do not attend. If people do not acknowledge the changes being made in our community, the changes will be a waste. All of the efforts made by the city are for the citizens and are based on their involvement. I hope that more people will take advantage of all the new things going on in our community. Our city government is trying hard, and they would like to see their hard work pay off.

Then I started going to city council meetings for my government class and I learned everything local government does. I also noticed the lack of citizen involvement. Local government is an important aspect of our community. All decisions that the local government decides to make will directly or indirectly affect us. For example, the schools that students go to have their own form of government. Regulations and rules are set by them which affect us directly. We have to obey the school's law. Our daily lives are affected by the local government greatly.

I kinda did. Now when i go to stores prices are much higher than they use to be. It is also harder to find a job, because company's don't have enough money to pay the employee's

The local government has more influence on a community and the life within it than the national government. I have been to city council and school board meetings and it is very obvious that these people are working hard to make improvements with in the city. Although there are many people who do not care about this community, I have no complaints because there are more people who do care and those are the people who are part of committees that provide changes.

One of the main concerns I have for my community is making sure the children in my community are well educated and active in different clubs and in the community functions as well. I have never tried to contact my local government, but I do try and help encourage children in my community. I tutor some children and talk to them about issues in the community and in their homes.

In my community I have concerns about how involved the people are in what is going on around them and how accessible the knowledge is. Our city is going through many changes and I feel that even if the knowledge is available, we are not taking advantage of it. This problem is an issue for the people to overcome, they need to want to be active in the community and know what is going on because it impacts their everyday lives.

Local government is closer than most think. My great Government teacher asked me earlier this year, "What government has the most influence over you?" or something of the sort. Many thought it would be the national government but in reality, the local government is the most influential. Local government influences individuals in the community greatly. We are the most affected by our local government. City council, school board, local police, it's all something that affects us. I don't really have any concerns besides the fact that maybe more people should get involved, including myself. I think I could probably go to more city council meetings, that aren't required mind you, and fill myself with a plethora of knowledge that will help me get more involved in the world of politics, whether that be national or local.
